A letter of recommendation can support a German university, doctoral, or scholarship application when the recipient requires or permits one. It is not a standard document for every German master's programme.
Start with the official checklist for the exact programme and intake. It controls whether a recommendation is needed, how many are required, who may write it, whether a form must be used, and who submits it.

TUM's general master's guidance, for example, says required documents depend on the degree programme. One TUM programme may request recommendation forms, while another programme's checklist may not list recommendations at all.

A senior title cannot compensate for no direct knowledge. Conversely, a detailed letter from an eligible lecturer or supervisor may be more informative than a generic letter from a department head.
Do not use family members, friends, paid strangers, or someone who cannot independently verify the claims.
There is no universal six- or eight-week rule. Recommenders set different lead times: official TUM chair guidance currently ranges from at least two weeks to four weeks, with longer preparation possible during busy periods.

Do not ask the referee to repeat achievements they did not observe unless the form explicitly asks for a broader assessment and you provide verifiable evidence.
Practices differ by institution and recommender. A student-written letter presented as an independent assessment can undermine authenticity.
Use this order:
AI-generated text must not invent rankings, comparisons, quotations, grades, relationships, or results. Do not upload personal data or confidential third-party material to a tool without permission and an appropriate privacy basis.
The recommender owns the final judgement. A polished student draft is not a substitute for that judgement.
Follow the recipient's form first. Where a free-form letter is allowed, useful content often includes:

Rankings such as top 5% should appear only when the recommender can justify the comparison group.
There is no universal ideal of one to one-and-a-half pages.
Some programmes say letterhead or a stamp is preferred rather than mandatory. Others provide a mandatory recommendation form. Treat those as different requirements.
Never assume that most German universities use the same recommender portal.
Possible processes include:
Examples differ even within one institution. TUM's 2026/27 Communications and Electronics Engineering form instructs the referee to return it to the applicant for upload to TUMonline. Other TUM chairs state that their final recommendation is sent confidentially to the recipient.
Follow the exact process. Do not convert a confidential direct submission into an applicant upload or email documents to an address that does not accept them.
Only if the process and recommender permit it. Confidentiality is not universal, and neither is an applicant option to "waive the right" to view a letter. Use the recipient's actual consent and privacy wording rather than importing assumptions from another country's application system.

Do not send daily messages. If the recommender can no longer complete it, confirm promptly whether the programme allows another referee.
Do not claim a close relationship. Reintroduce yourself with the course, term, grade, assessed work, and student ID. Ask whether they have enough evidence to provide a useful recommendation.
If they cannot, choose another eligible person. High marks alone may not give a professor enough information to assess research ability or personal qualities.
Send a concise reminder of the relationship and attach records of the work they assessed. For professionally oriented programmes, check whether a current manager is accepted.
Provide non-confidential descriptions of scope, responsibilities, methods, and observed behaviour. Do not breach an NDA to strengthen a letter.
Give them a single deadline table and identify which applications need:

Do not upload one in an unrelated field. Focus on the documents the programme actually evaluates.
There is no standard number. Some require none; others require one, two, or a programme-specific form.
Only when the instructions say so. Some programmes accept professional supervisors; some scholarships require a university teacher with specified qualifications.
Do not rely on that assumption. Admissions criteria determine how documents are evaluated, and formal academic requirements may still be decisive.
Only if each recipient permits the same format and the content remains accurate. Programme-specific forms and questions require separate handling.
Follow the recipient's process. Some letters are submitted confidentially; others are returned to the applicant for upload.
Not universally. Use the exact authentication requirements stated by the programme.
Follow any form, word, or page limit. Without a stated limit, prioritise concise, specific evidence rather than a fixed page count.
Only if that person satisfies the programme's referee definition and can provide the requested assessment. Do not assume eligibility.
Contact the recipient, but do not assume it will accept a late letter. Follow its published late-document policy.
Provide an evidence sheet first. If the recommender explicitly requests a draft, keep it factual and require their independent review, revision, approval, and submission.
