Payroll withholding is calculated from each employment relationship and your ELStAM details. Some low-paid employees have no Lohnsteuer withheld; others may have withholding because of salary level, tax class, a second job, or working only part of the year. A tax return reconciles withholding with the final annual calculation.

Automatically Assigned: After completing your first Anmeldung (city registration), the BZSt normally sends your Steuer-ID by post. Delivery times vary.
If It Doesn't Arrive:
Lost Your Steuer-ID? Request it again through the BZSt online service — it never changes. Previous tax notices or payslips may also show it.
Give the Steuer-ID to payroll as soon as you receive it so the employer can retrieve your ELStAM payroll-tax data. Missing or incorrect data can lead to less favorable provisional withholding, so clarify the treatment with payroll rather than assuming a fixed tax class.

1. Do I need to file a tax return if I only had a Minijob? If the employer used the 2% flat tax and no other filing trigger applies, the Minijob alone normally does not require an income-tax return. Individual wage taxation or other income and benefits can change the answer.
2. Can I file a tax return in English? The official forms are in German, but software like Tax-Fix offers English interfaces. The Finanzamt itself operates in German.
3. What is the Lohnsteuerbescheinigung and where do I get it? It's your annual tax certificate showing how much you earned and how much tax was withheld. Your employer provides it automatically by February of the following year.
4. Can I deduct my rent? Generally, rent is not deductible for students. However, if you have a home office (Arbeitszimmer) used exclusively for work, partial deductions may be possible.
5. What happens if I overpay taxes? If you file a tax return, the Finanzamt calculates your actual tax owed. Any overpayment is refunded to your bank account.
6. Do I pay taxes on my blocked account money? No. The blocked account is your own savings transferred to Germany. It's not income and not taxable.
7. Can I carry forward losses to offset future income? Yes, but only for "Werbungskosten" (second degree or working expenses). First-degree study expenses are "Sonderausgaben" with a €6,000 cap and no carry-forward.
